Title One for Teachers:
Eligibility
Eligibility is based on teacher referral and performance on grade wide assessment.Please be sure that all necessary data is in on time. You will refer at the end of a school year, and you are looking for students who are most at risk in literacy. If you have a new student in the fall and you have concerns, you should refer as you deem appropriate. We will use a combination of data points to identify those students who are eligible.
When deciding who to refer- think about which of your students needs significant support in literacy and is not receiving services.
The state has also identified students as "Title One" and this can be confusing. Those students are put through the eligibility process and may not be referred to or even need services in ELA at all. We are required to keep track of them anyway, so you should be aware of those students.
Struggling students need and deserve small group instruction time to have their needs met whether they are in the Title 1 program or not. Title one is supplemental literacy instruction.It cannot take the place of your grade level ELA instruction. Independent reading time, small group instruction time (when you meet with the other groups) and independent work time are all possibilities for what the classroom teacher can be doing when his/her Title 1 students are out of the room. Teachers have the TItle 1 teacher's schedules so there should not be confusion. Title One teachers may push in at any time of day to provide supplemental literacy support.
